General elections were held in Haiti on 17 January 1988,〔Nohlen, D (2005) ''Elections in the Americas: A data handbook, Volume I'', p381 ISBN 978-0-19-928357-6〕 after the Haitian presidential election, 1987 had been cancelled due to an election day massacre of voters either orchestrated or condoned by the Haitian military.〔(Haiti's Election Needs Help ) Carter Center〕 The elections were boycotted by most candidates who had contested the previous elections and turnout was lower than 4%.〔 The result was a victory for Leslie Manigat of the Rally of Progressive National Democrats.
